Please find attached a press
release from the European Parliament on the recent conciliation between MEPs
and Council representatives on the issue of Internet access safeguards, which
allows to restrict access to the Internet after a “fair and impartial
procedure”.

The next step is the vote in
pleniary session of the text – scheduled for November 23rd-26th.
At this point of the process, the Parliamant can only adopt of reject the
measures with a simple majority of votes. No further amendments can be
included.
As for the Council, adoption
or rejection will be decided by qualified majority. Should any of these two
institutions reject the text, the electronic communications framework directive
will not be adopted. The procedure could only be started over by a new
legislative proposal from the Commission.
